Chairman Doug Alderman called the meeting to order and reviewed the agenda. There were no new items added to the agenda.

  

August 21 Meeting Minutes

No changes to the minutes. A motion was passed to approve the minutes as drafted.

 

Program Update

ODA staff reported information regarding status of permits to the CAFF committee.

 

Program Statistics:

 

The website is not current. Our access was temporarily cut off. The new website address is www.ohioagriculture.gov.

 

Office Update

•  Diane Conley is out of the office tending to her son with at least 6 weeks recovery from a medical emergency.

•  Kevin will be out next Monday due to his wife having a heart-cath procedure.

•  Michelle McKay has returned to work from maternity leave.

•  Jenny Tiell is on vacation.

 

Introduction of Guests

Kevin introduced Jack Shailer, the new Attorney from Attorney General's Office, who is now representing the Livestock Environmental Permitting Program. Also attending our meeting is Bill Hopper from ODA's legal staff.

 

Inspections:

Livestock Environmental Permitting Program and Ohio EPA staffs are inspecting dairies across the state.

 

Cal-Maine

Draft Permit to Install and draft Permit to Operate for expanding the farm public information meeting is scheduled for next Tuesday.

 

Ohio Fresh Eggs

Draft permits are out for review. First information session was held this past Tuesday. The next information meeting is December 4 and the public meeting is December 8.

 

Van Ham

The comment period is closed. The permit has not been finalized.

Review Compliance Certificates

We're going through all first year RCCs except for two, which are already complete. Two need soil test data and are waiting for crops to come off.

 

Old Permits

Fourteen Ohio EPA permits that are under 1,000 animal units are being taken off the database, if they are doing everything in compliance with the rules and are having no problems.

 

New Inspector Position

Applications are in for the new inspector position to be hired for northwest Ohio. Interviews will be held in December.

 

Manure Spill

Kevin spoke of the recent manure spill in Licking County from Buckeye Egg and Ohio Fresh Eggs.

 

CLM Program Training

A meeting was held to discuss Certified Livestock Manager Training. A 3-day training session is set up for January 13-15 at OSU in Lima. Topics will include biosecurity, neighbor relations, on-farm nutrient balance, manure storage and handling, rules and regulations, liquid manure, odor control, insect and rodent control, and emergency management planning. Continuing Education credits will be given. Registration and agendas will be sent to SWCDs, CCA, OSU Extension, CAFF members and others. The cost is $17.00 for the publication: Odor and Air Quality by Midwest Planning Service and additional fees of other materials. A low daily fee is being charged for the meeting and lunch.

 

Complaints

A complaint was received from Michigan regarding a problem in Darke County. There was discussion between CAFF members regarding complaints and permits in addition to a variety of Q & A.

 

Some of the complaint reports are behind on follow-up due to water monitoring lab test results taking time. Random soil tests for high phosphorus have been done on some RCCs and new permits.

 

Moving from Brey to Maleigh is also occurring. Testing was discussed at the Certified Crop Advisory Committee Meeting.

 

Power Point Presentation

Kevin Elder showed the CAFF Committee the power point presentation that is used at the public information sessions. This particular one is from the recent Ohio Fresh Eggs meeting. Kevin then briefed everyone on the status of what's happening with Ohio Fresh Eggs.

 

Rules

Rules packets were distributed to the CAFF Committee Members.

•  Rules are being prepared for re-filing.

•  Will then be submitted to ODA Director.

•  Public Hearing on the rules will be held January 6 in Bromfield.

•  Final file to JCARR scheduled for next Tuesday.

 

 

Discussion

Kevin asked the CAFF committee for their input on what we need to do. What do we use to measure the affectivity of the rules? We are using a database that will house all of the information. We need to keep a list of things we need to change in the rules for future updates/re-filings. Questions from CAFF: How has the guidance been effective to Livestock Environmental Permitting Program and the operators? At what point is a permit issued?

 

Another question was what type of documentation is needed when manure from a CAFO is sold? The response was the buyer should be sent with test manure and land application requirements. If there are problems with runoff, then both Livestock Environmental Permitting Program and the local SWCD needs to be contacted so the manure problems can be regulated. It was requested that a fact sheet be provided on this.

Next Meeting

The next CAFF meeting is scheduled for Thursday, March 11 from 9:30 a.m. to 3:00 p.m. Please send in any agenda items early before the next meeting. Some CAFF Committee members need to be re-appointed in March and renewal of chair is needed. We hope to have USEPA rule comments and Ohio EPA NPDES by the next meeting.
