Chairman Doug Alderman called the meeting to order and reviewed the agenda. A couple of items were added to the agenda:

Tim Demland introduced Carl Ayres as the new dairy representative to the committee

 

May 2 Meeting Minutes

No changes to the minutes. A motion was passed to approve the minutes as drafted.

 

Draft NPDES Permit

A copy of the permit and fact sheet was mailed to the CAFF committee members. It is also posted on Ohio EPA's website. The first hearing will be held in Wooster and the second hearing will be held in Lima. The public notice will be in effect on August 27, 2003, and that's when the 30 days start.

 

H.B. 152 Overview

H.B. 152 was passed and signed by Governor Taft. It will go in effect on November 4 th . A couple of amendments were added, no other changes. The final version is available on the LSC website.

ODA staff distributed information regarding status of permits to the CAFF committee.

Program Statistics:

 

One of the handouts distributed was a guidance document that is being presented to the producers monitoring flies in the facilities and it was a method that the Department of Health recommends. A lot of the producers do not care for the spec cards. Another option is keeping a record or data sheet in place of the spec cards.

 

ODA proposed to change the Insect and Rodent Control Plan. The producers would have to contact ODA if they want to change because it's a major operational change.

 

Consensus was approved to adopt the change.

 

Permits:

The LEPP program has set a time limit of 30 days on draft permits. They are usually done within 30 days, although some facilities have multiple permits they submit at the same time.

 

Inspections:

Most of the owners/operators are happy to see ODA's inspectors and engineers. The more visible our staff is, the better it is. ODA has gone out on most of the complaints received. They mostly deal with odors or flies.

 

Buckeye Egg Farm Closure

Hearings were held in regards to closing Buckeye Egg facilities. The Director's Order was appealed and also resulted in a stay of the order. At this time, BEF continues to operate. The next hearing is scheduled for August 27, 2003 at 10:00 a.m. in front of the Commission.

 

ISE is still considering purchasing BEF and wants to keep their options open. Ohio Fresh Eggs has also submitted a permit application.

 

Rules

•  Rules were formatted and to submitted to Steve Jann, USEPA.

•  Will then be submitted to ODA Director.

•  Then will be submitted to JCARR.

•  Submitting quarterly updates to USEPA.

•  Final file to JCARR scheduled for late November.

 

New Attorney from Attorney General's Office

ODA staff announced that Jack Shailer took over Barb McGinn's position and would be representing the LEPP program. Mr. Shailer was on vacation the week of the committee meeting and Dan Martin from Mr. Petro's office was filling in.

 

Certified Livestock Manager

Jon Rauch from OSU discussed the program. Requirements of a livestock manager are to attend the program and pass a test. There have been discussions between Ohio and a group in Illinois to incorporate the programs, which are fairly consistent across the nation.

 

A draft outline of the program was distributed to the committee. A generic program can be downloaded into PFD files but it would be not state specific. They must have three core items out of nine.

 

There was some discussion on the type of testing, whether it will be computer testing or at a specified location, with proctor. Kevin wants training with active participation and documentation that needs to be completed. Core program training will require four days plus another three to four hours of LEAP. “Core” means training on manure storage and handling, on-farm nutrient balance, a regulatory overview, and completion of at least three out of up to nine other topics, which will be defined as electives. These electives will be suitable for the continuing education requirement in the program.

 

The wintertime seems to be the best time to get people certified. We hope to have this program implemented by next July.

 

A motion was passed to adopt the above guidelines.
