Concentrated Animal Feeding Facility Advisory Committee

In attendance from the Ohio Department of Agriculture were: Kevin Elder, Deborah Abbott, Barbara McGinn (representing the Attorney General’s office), and Diane Conley.

Chairman Doug Alderman called the meeting to order.  He reviewed the agenda.

 

January 14 Meeting Minutes

The only change to the January 14 meeting notes was that the wrong representing organization was noted for Christina Wilson.  It was stated she was representing the Cuyahoga Health Commission, and it should read Ohio Environmental Health Association.

 

No other changes.  A motion was passed to approve the minutes.

 

Bylaws

March 14 is the effective date for committee member’s terms, which is the date listed in the statute.

 

The effective date for the chair and vice chairperson is at the beginning of each succeeding year.  The committee may forward its recommendations for the chair and vice chair to the Director.

 

Ex-officio:  At the January 14 meeting, the committee asked for the ex-officio members to have full voting status.  After checking with ODA’s legal staff, it was decided the committee could choose to do this.

 

7-day notice:  ODA will always give the committee at least 7 days notice of a meeting and more than 7-days notice when possible. 

 

Quorum:  A discussion was held on what the committee considered “their” definition of a quorum.  If there was not a quorum represented at the meeting, would the meeting still be held?  Would it be considered an informal meeting?  Would any action be taken? 

 

A straw poll was taken on some of the ideas of the committee.  This is what was approved:

 

 

All other RAC ground rules under “Discussion/Voting” were approved to be incorporated in the bylaws.

 

The agenda for the next meeting will try to be planned at each meeting, although the chair will finalize it.

 

Attribution.  At the January 14 meeting, it was proposed to reflect names and organizations in the meeting notes on agree to disagree issues.  After much discussion among the committee, it was agreed to only include names and organizations when a committee member requests it to be recorded.  The meeting notes will continue in a note-style format.

 

Communication and media contact. Under Communications and media contact, under the second item, it was approved to add “to the chair of the Concentrated Animal Feeding Facility Advisory Committee or Executive Director of the Livestock Environmental Permitting Program.”

 

The bylaws will be re-drafted and sent out before the next meeting.

 

Animal Unit Work Group

Maurice Eastridge presented this agenda item.  He distributed meeting notes of the work group, which met on January 30, 2002.  He also distributed recommendations of the work group.

 

The committee had a discussion on this topic and came to the conclusion that a consensus would not be able to be reached.  It was proposed this agenda item be tabled until the work group could meet again, before the June 11 meeting. 

 

A meeting for the work group has been scheduled for May 14 at 9:00 a.m., which will be held at ODA.

 

Public Informational Meetings

April 24, 2002                   Wooster                   1:00 p.m. – 3:00 p.m.

April 25, 2002                   Lima                   7:00 p.m. – 9:00 p.m.

 

The meetings will consist of an overview of the rules and a question and answer session. The advisory committee did not want an open house format or break out groups. It was proposed to hold two meetings each day, one in the afternoon and on in the evening.  ODA staff will look into this. Committee members were again encouraged to attend these information meetings.
